Google Analytics cannot recognize returning users over multiple sessions from different browsers and devices by default.
When a user visits a website, the Google Analytics tracking code stores the browser and device information in the form of a cookie. If this user visits the same website with either a different device or a different browser then, that user will be treated as a new user because Google Analytics doesn’t have the information about this new browser or device. The cookie will store the information about the new browser or device.
If this user visits the same website with this device or browser then the user will be recognized as a Returning user.
