The first step of display retargeting is defining your ideal retargeting audience. You shouldn’t target every person who has visited your site previously. Instead, you should target based on the action they took on your website. You can retarget people who have abandoned your website after adding products to their cart, you can target people who have filled a contact form but didn’t click the submit button, etc.
